The Roma Education Fund’s (REF) mission and ultimate goal is to close the gap in educational outcomes between Roma and non-Roma. In order to achieve this goal, the organization supports policies and programs which ensure quality education for Roma through scholarships, grant making and advocacy activities.

The objectives of REF include:

  • Expanding Romani children’s access to quality early childhood education and care;
  • Improving primary education outcomes for Romani children aged six to fourteen;
  • Boosting academic performance and graduation rates from secondary education for Romani pupils;
  • Supporting access to tertiary education, improving graduation levels and strengthening identity of Romani university students;
  • Expanding employment opportunities for young Romani adults.

The overall objective of the KfW Project “Employment Empowerment of Young Roma – Phase II” is to support social inclusion of Roma (both domicile Roma and Roma failed asylum seekers/returnees) in Serbian society, though increased graduation rate of Roma secondary school and university students and their facilitation into the labor market. The project contributes to social cohesion through increased education attainment and improved employability of Roma children and youth, as well as foster cross-country and regional dialogue and knowledge transfer.

Objective

REF seeks 3 (three) Field Monitors for south, central and north Serbia tasked to establish cooperation with local Roma community in order to motivate young Roma to take active part in the labor market. This is a short-term consultancy engagement within the frame of the Project “Employment Empowerment of Young Roma – Phase II” implemented in the Republic of Serbia funded by the German Financial Cooperation implemented by KfW on behalf of the German Government – Ministry for Economic Cooperation and Development. Field monitors should serve as the link between Roma community and REF Project Team.

Duties and responsibilities

Selected Field Monitors under the direct supervision and guidance of the Employment Officers and Program Manager are expected to undertake the following tasks:

  • Establish direct relations with the Roma students and community members willing to advance their employment skills and be able to advance their skills and competencies in the labour market within the Project “Employment Empowerment of Young Roma – Phase II”;
  • Organize field visits to respective municipalities (once a month) and reporting to the Project Officers and Program Manager;
  • Collect data about the most deficit employment trends and report to the Project Officers and Program Manager;
  • Mediate challenges faced by the local Roma youth and organize focus groups on topics identified by the local community and field monitor;
  • Liaise with interns supported by REF and report about their progress to Project Officers and Program Manager;
  • Map relevant public and corporate agencies in the field interested in working with REF;
  • Providing support to all beneficiaries in urgent situations;
  • Report on readmitted Roma youth and families in Serbia;
  • Provide regular monthly reports on his/her achievements to the Project Officers and Program Manager;
  • Notify REF on matters that require urgent response without delay;
  • Perform other related work-related duties, as assigned, including cooperation with other REF programs;
  • Participate in all meetings and events organized by REF.

Deliverable:

Field Monitors are expected to deliver regular monthly reports to REF Project Officers and Program Manager stating progress performed in the field.

Travel requirements:

  • Frequent travels nationally is expected;

Education/Experience

  • Bachelor’s degree/BA or equivalent degree with relevant years of experience and /or training, or combination of secondary education and experience;
  • Work experience with business orientation and employability;
  • NGO experience and previous experience in working with Roma community is essential;
  • Experience and competencies in working in a multicultural environment;
  • Experience in project monitoring and evaluation tools (M&E) is a plus;

Skills required

  • Working efficiently in fast-paced environment troubleshooting and following activities though their successful completion with strict deadlines and with attention to details;
  • Excellent organizational, analytical, communication and interpersonal skills;
  • Efficiently work as a team member, as well as independently, with a high level of self-motivation and ability to set and met goals;
  • Good knowledge and understanding of the employment regulations and education systems in Serbia and the level of inclusion of Roma in the labour market;
  • Good knowledge of key organizations and employment networks active in the field;
  • Good level of computer usage proficiency;

Objective

REF seeks 1 (one) Program Financial Administrator tasked to ensure proper project financial administration and program related documents submission and archiving. This is fix-term engagement within the Project “Employment Empowerment of Young Roma – Phase II” implemented in the Republic of Serbia funded by the German Financial Cooperation implemented by KfW on behalf of the German Government – Ministry for Economic Cooperation and Development. Program Financial Administrator should serve as a support to the Project management.

Duties and responsibilities

Selected Program Financial Administrator under the direct supervision and guidance of the Financial Manager and Program Manager is expected to undertake the following tasks:

 

  • Collect, sort and archive financial documents;
  • Upload financial documentation on the dedicated internal platform;
  • Checking invoices, statements and contracts;
  • Supporting preparation of the financial statements, reports and requests;
  • Providing budget information to the program staff;
  • Supporting preparation of the audits;
  • Petty Cash handling;
  • Scanning, printing and saving program financial documentation;
  • Communicate and collaborate with bookkeeper;

Objective

The school/agency will be tasked with improving English, German, Serbian and Roma language skills for readmitted youth and to develop tailor-made courses for the increase of employability/job related skills of young Roma in Serbia. The purpose of these courses is to improve the employability of young Roma in Belgrade, Nis and Novi Sad. The core skills covered by the language courses are to be business communication, career coaching and translation techniques, aiming to increase the competitiveness of the young Roma in the labor market. The school/agency will also provide service of professional orientation in order to help Romani youth to make the best professional choices according to their capabilities.

Duties and responsibilities

School/agency, under direct supervision of the Employment Officers and Program Manager is expected to undertake the following tasks:

  • Using the Common European Framework of Reference for Languages: Learning, Teaching, Assessment, abbreviated in English as CEFR or CEF or CEFRL as a guideline to describe achievements of learners of foreign languages;
  • Providing a friendly environment that appreciates diversity and offers a respectful approach;
  • Providing quality education in the courses organized, planned and delivered by properly qualified teachers;
  • Ability to provide services in at least one of the above-mentioned locations;
  • Organizing courses according to COVID-19 safety measures and recommended precautions;
  • Providing professional orientation skills (CV writing skills, applying online for a job position, filling up the Europass CV, etc.);
  • Providing basic training on the translation techniques and referring interested students to the relevant translation agencies/associations;
  • Planning and creating the syllabus for the specific courses in line with the skills, interests and capabilities of the attendees, planned duration and cultural sensitivity;
  • Providing multiple levels for the courses, according to the attendees’ skills and appraised knowledge/skill levels;
  • Providing adequate space and learning material in the school/agency premises and/or online learning if required;
  • Conducting mandatory entry testing, testing during the courses (if so planned) and mandatory final testing;
  • Issuing certificates of knowledge valid in the entire territory of the Republic of Serbia;
  • Ensuring careful monitoring of the students’ progress and detailed reporting to the REF on a regular basis;
  • Providing dedicated project coordinator to maintain lines of communication between students, teachers and REF, technical and attendee support, perform all organization and coordination tasks;
  • Maintaining regular communication with REF during the realization of all described tasks;
  • Provide any other relevant training required to increase employability.

Deliverables

Knowledge gained must be in line with the Common European Framework of Reference for Languages and clearly stated in the certificates. Students are to be able to utilize the four language skills in alignment with the level of knowledge they are certified for.  Students’ job application skills are to be improved, and they themselves empowered to seek careers in the fields appropriate for their interests, skills and capabilities. The school/agency is required to submit final report to Employment Officers and to the Program Manager.

Required Experience

  • Qualified staff familiar with minority rights and working with the minority students;
  • Previous track of providing job related/employability skills courses for Romani youth;
  • Proven experience in working with civil society organizations international institutions;
  • Proven organizational and reporting skills;
  • Minimum 5 years of experience related to language services;
  • Advanced computer skills.

The consultant/agency will be tasked to develop PR and Visibility outreach to media for effective and efficient REF intervention in Serbia in response to a) COVID-19 project activities, including Roma children school enrolment campaign; b) enhancing the visibility and public relations of the project “Employment Empowerment of Young Roma – Phase II” activities with particular emphasis on education, employment and reintegration of returnees in Serbia.

Duties and responsibilities

Consultant/agency, under the direct supervision and guidance of the Readmission Officers and Program Manager is expected to undertake the following:

 

  1. Short-term PR and visibility outreach: Increasing visibility of REF initiatives and project activities in emergency response to COVID-19 and as well as promoting project campaign for Roma children school enrolment in secondary and tertiary education in Serbia;
  2. Long-term PR and visibility outreach: positioning REF in Serbia through enhanced visibility of the project “Employment Empowerment of Young Roma – phase II”, activities with particular emphasis on education, employment and reintegration of returnees in Serbia.

In carrying out both short-term and long-term PR and visibility outreach, the consultant/agency shall perform following tasks:

  • In consultation with REF Serbia, design and prepare a clear outline and visibility plan of action for promotion of project activities;
  • Propose the methods for promotion and guidance for the REF Serbia in the process of media outreach;
  • According to REF inputs and specific project messages designing and placing media announcements and releases;
  • Support in framing tailor-made media messages and REF Serbia interventions in the area of education, strengthening employability of young Roma and employment empowerment, returnee’s reintegration;
  • On-site covering of events, including detailed plan and PR activities for project events as well as press clipping and reporting on monthly/event basis;
  • Support in social networks outreach and visibility increasing through user-friendly social networks and participation/advice in website updating;
  • If necessary, support in designing promotional material in alignment with REF visual identity;
  • Promoting activities, project results and well-proved models in the area of education, employment and reintegration of Roma returnees.

 

Deliverable

  1. The short-term campaign successfully implemented with positive impact on REF activities in COVID-19 crisis and the enrolment campaign (a set of media releases, stories, social media posts, videos, images, photos and any other content posted to digital channels).
  2. The long-term campaign carried out and main goals of the media campaign achieved: a) increased overall visibility of REF as organization; b) increased visibility and promotion of REF’s initiatives and activities aimed at supporting young Roma in achieving their full potential in education and employment; c) boosting the level of broader public interest in REF achievement and contribution to community (social media pack prepared for all key activities, dates, lunches, etc. and shared with stakeholders, where appropriate).

Required Experience

  • At least 2 years of experience in social media management and/or writing features for the web;
  • Demonstrated experience in working with civil society, especially Roma organizations;
  • Knowledge and understanding of local and global landscape and trends;
  • Fluency of both written and spoken English and Serbian;
  • Previous REF, GIZ and /or Roma CSO experience in a similar role is highly desirable.

The overall objective of the Project “Employment Empowerment of Young Roma – Phase II” is to support social inclusion of Roma (both domicile Roma and Roma failed asylum seekers/returnees) in Serbian society, though increased graduation rate of Roma secondary school and university students and their facilitation into the labour market. The project contributes to social cohesion through increased education attainment and improved employability of Roma children and youth, as well as foster cross-country and regional dialogue and knowledge transfer.

Objective

The main objective of consultancy is creation of an E-learning platform containing tailor-made E-trainings on employability/job related life-skills of young Roma in Serbia. The purpose of the platform is to improve the employability skills of young Roma, while at the same time covering a larger number of beneficiaries than traditional training tools do. The core employability skills covered by the training are business communication, teamwork, and problem-solving aiming to increase the resilience of the young Roma job seekers.

Duties and responsibilities

Consultant/Company under direct supervision of the Employment Officers and Program Manager is expected to undertake the following tasks:

  • Planning and designing the content of online learning platform in alignment with the REF visual identity guidelines and the specifics of the training programme;

Gathering and processing data and material (PPT, PDF, video and audio recordings) in line with the E-learning standards suitable for processing and creating relevant content on the online platform;

  • Creating content for e-trainings and video, audio and other material post-production;
  • Editing and fine tuning the e-training, i.e. customizing content of the e-platform interface according to the REF visual identity guidelines;
  • Enabling all functions foreseen by the platform (chats, forums, tests, quizzes, etc.) and establishing a monitoring system;
  • Conducting testing before the final upload content of the platform;
  • Providing technical and user support and a User’s Guide, as well as the training of the REF staff on how to use the content of platform;
  • Maintaining regular communication with REF team during performing all given tasks.

Deliverable

The e-learning platform is to be implemented, and fully tested according to the REF requirements prior to be settled online. The e-training for job related/employability skills of the young Roma is to be designed, created and fully approachable via the platform. The Consultant/Company is required to submit final report to Employment Officers and to the Program Manager of “Employment Empowerment of Young Roma – phase II” project.

Required Experience

  • Previous experience with online platform development;
  • Previous track of e-training for job related/employability skills of young people;
  • Proven experience in working with civil society organizations and corporate companies;

Background

The Roma Education Fund’s (REF) mission and ultimate goal is to close the gap in educational outcomes between Roma and non-Roma. In order to achieve this goal, the organization supports policies and programs which ensure quality education for Roma through scholarships, grant making and advocacy activities.

Objective

The Consultant will be tasked to develop a policy work on effects of affirmative measures taken by the Government of Serbia vis-à-vis education of Roma children in Serbia within the timeframe of The Strategy of Social Inclusion of Roma for the period from 2016 to 2025[1]. This is a short-term consultancy engagement in the frames of the Project “Employment Empowerment of Young Roma – Phase II” effected in the Republic of Serbia funded by the German Financial Cooperation implemented by KfW on behalf of the German Government – Ministry for Economic Cooperation and Development. The Consultant should design a policy report with the specific recommendations in the advancement of the affirmative measures on access to quality education and employability of Roma youth collected within the respective stakeholders, community members and civil society organizations.

Duties and responsibilities

 

Consultant under the direct supervision and guidance of the Program Manager is expected to undertake the following tasks:

  • Review relevant REF documents, including the project document on the requirements for the detail plan of action for the initial phase of the strategic policy review;
  • Maps available resources and tools that may already be applied in the work on improving educational opportunities for young Roma;
  • Conducts visit to the project implementing partners, stakeholders and provide technical and policy advise which will be incorporated in the final policy analysis report;
  • Identifies major gaps and need for additional tools in order to successfully promote education aspects as mechanism to improve employability of Roma community;
  • The Consultant shall cover all relevant aspects, including but not limited to, legal background, government affirmative measures, assessment of relevant domestic and international reports on the implementation of the measures, assessment report on in-person interviews with Roma CSO representatives on major challenges in implementation of the measures and recommendations to advance them;

 

Deliverable:

Based on the research and consultations with the Program Manager and the implementing partner organizations in Serbia, Consultant shall prepare and present one final country-based policy analysis report with proposed strategic and constructive recommendations on the effects of affirmative measures in education and employment of Roma in Serbia.

Required Education and Experience

  • University degree in social sciences or other relevant discipline supplemented by a formal training in Human and Minority Rights and European Affairs;
  • Previous experience in conducting policy analyses, preferably on national minorities rights;
  • Previous experience in working for a development organization would be considered as asset;
  • Previous experience in working with Roma and/or Roma CSOs.

Skills required

  • In-depth knowledge and understanding of the minority inclusion policy context in Serbia;
  • Familiarity with reporting and methodologies in the specific area of intervention i.e. national minority education;
  • Ability to communicate ideas in a manner conducive to their practical application;
  • Excellent organizational, analytical, communication and interpersonal skills;
  • Fluency in written and spoken English and Serbian (knowledge of Romanes will be an advantage);
